Are samples of Rx/Controled substances monitored or tracked?

I have a situation where I know of a Nurse in washington that gives out samples of prescription drugs to a family member that I know of and perhaps others such as Levitra, Viagra, Cialis, Imitrex, ect (Prevacid also. Not sure if that is a controled substance). Are the samples monitored/tracked in anyway as to where they are distributed? What doctors offices received certain lots of the samples? This could aid in providing proof of the distribution of Rx’s from a doctors office and this is all done without anyone having ever been seen in the doctors office.

When I say controled, Im refereing to requireing a prescription as opposed to being over the counter type medicines
To address the reply that thinks there is no harm – the drugs are being distributed to many different people just through the one family member – who knows who else is involved. Prescription medicines are prescribed for a reason. I just need some advice on the best route to take and how they monitor the samples usage/distribution.
